Oldenburg does not need to reinvent everything. Many cities have already shown how open administration, participation and liveable mobility can work. We want to review successful ideas, adapt them and start small enough to create fast impact. ## 1. A transparency portal like Hamburg, built for a municipality Hamburg bundles administrative documents and data in a transparency portal. Oldenburg needs a municipal version: council papers, contracts, reports, budget data, municipal companies and project status in one place, searchable and understandable. ## 2. Participation platform inspired by Decidim and OmaStadi Barcelona and Helsinki use open participation platforms for proposals, voting, meetings and citizens' budgets. Oldenburg already has an entry point with Gemeinsam Oldenburg. We want to turn it into a binding participation system: proposal, review, cost estimate, vote, implementation, feedback. ## 3. Algorithm and AI register inspired by Amsterdam and Helsinki If administration uses automated systems, AI or scoring, the public must be able to understand for what purpose, with what data, under what oversight and with which rights to object. Oldenburg can move early here. ## 4. Low-traffic districts inspired by Ghent, without culture war Ghent reduced through traffic in the city centre and reclaimed public space. Oldenburg should not copy it one-to-one, but develop testable pilot districts: measure before, test temporarily, publish effects, then decide. ## 5. Citizens' budget inspired by Paris, scaled to Oldenburg Paris lets residents propose and help decide projects. For Oldenburg, we propose smaller district budgets: playgrounds, shade, cycle parking, meeting places, culture, accessibility or micro-greening. ## 6. Service dashboard for public administration Many companies show status, outages and processing progress. A city can do the same: citizen services, building applications, childcare services, online services and complaints should publicly show whether service promises are kept. For us, flagship does not mean prestige. It means visible, useful, measurable and copyable.
